Dr. Fiesta doesn't HAVE bees. He is made of bees. He is Guy made out of bees in a Dr. Fiesta costume. I like to think it is a sombrero with that little head mirror on it that doctors used to have.

He's just projecting his internal conflict on the exterior world! Mainly, when two bees get into an argument, Doctor Fiesta sees bees outside, chasing him. He is entirely unaware of his bees-in-a-doctor-fiesta-suit condition, except subconsciously.
